About SBSB
The Small Business Service Bureau, Inc. (SBSB) was founded in 1967 by entrepreneur
Francis R. Carroll. Mr. Carroll saw that other business organizations were not responding
to the needs of very small businesses—not as legislative advocates nor for providing
access to low cost benefits and services, including the pooling of small businesses
for group health insurance benefits.
SBSB began as a private small business association in Worcester, Massachusetts.
Today SBSB has more than 50,000 members; small business owners, entrepreneurs and
individuals who own and operate every kind of business and trade.
SBSB is an affiliate of Carroll Enterprises, Inc. whose family of businesses includes
the Small Business Insurance Agency, Inc. (SBIA), Pivot.com, Group Health & Benefit
Administrators, Inc. (GHBA) and Direct Response Marketing, Inc. (DRM).
The SBSB National Operations Center is located at 554 Main Street, Worcester, Massachusetts.

SBSB members recognize that “Legislation can put you out of business faster than
your competition.” To that end, SBSB works hard to provide a voice for our members
in state capitols and the U.S. Congress.
Based on our members’ expressed needs, gathered through member surveys and our interactive
communication program, we advocate in the nation’s Capitol and in state legislatures.SBSB
keeps members and legislatures informed through the use of Legislative Alerts on
hot issues, SBSB Ballot votes, the SBSB Legislative Council, the SBSB Bulletin and
member survey results.
Key issues of concentration for 2010 are health care reform, energy costs, taxes
and new government regulations that affect the bottom line of small businesses.
